Fixes
- The server no longer freezes for seconds at a time while somebody flies over new ground.
- New ground is made faster, and the world it makes is exactly the same as before.

Lag while flying
- A fishing mod looked for a tackle box and for fishing spots in ground that was not made yet, and the server waited for it.
- The check for whether somebody is flying over a city did the same at every chunk border, and now waits for nothing.
- The height of the ground under a new building is now worked out once instead of twice.
